If the cos V is 2/3, we know it has to have been reduced down from a larger ratio.  The cosine identity is side adjacent over hypotenuse, so if the reduced ratio is 2/3 then 24 has been divided by 8 to get 3.  Multiply the 2 by 8 also to get side TV.  TV = 16.  cos V = 16/24 which simplifies to 2/3.
