13x-8≤-32 would be the answer.
You have a product of 13 and a number x (which would be 13x) and you subtract 8 from it (this is because "8 less than the product of 13 and a number x"). The reason for the 
≤-32 part should be easy to figure out, it's right there in the problem :-)
