Use the point-slope formula:

y-(-5) = (1/2)*(x -(-8)), or          y+5 = (1/2)(x+8) is the equation satisfied by 
                                                   m = (1/2) and the point (-8, -5).

You could eliminate the fraction 1/2 here, or you could rewrite this equation in the slope-intercept form, etc.  Your choice!
